About the role

The Head of Office leads the country team in implementing the Government-UNFPA country programme of cooperation in Mongolia. Reporting to the non-resident Country Director based in China, the postholder ensures results that advance the ICPD Programme of Action and contribute to Agenda 2030 and the Sustainable Development Goals. As a member of the UN Country Team, there is mutual accountability with the Resident Coordinator on contributions to the UNSDCF and other inter-agency agreements.

Key responsibilities

• Lead programme planning and management: conduct policy dialogue with Government and development partners, turn global agreements into country-specific advocacy strategies, apply results-based management, coordinate technical experts and promote knowledge sharing.
• Manage external relationships and resource mobilization: represent UNFPA at technical and high-level meetings, build strategic partnerships, identify donors and prepare proposals including co-financing.
• Support the Resident Coordinator and UN Country Team: integrate UNFPA's work into the UNSDCF, take part in its planning, budgeting, monitoring and evaluation, and chair or co-chair results and theme groups at country level.
• Lead and manage the country team: set performance standards, delegate authority, ensure compliance with UNFPA policies and audit recommendations, and maintain a safe, harassment-free workplace.
