About the role

The Head of Office leads the country team in implementing the Government-UNFPA country programme of cooperation in Mongolia. Reporting to the non-resident Country Director based in China, the postholder ensures results that advance the ICPD Programme of Action and contribute to Agenda 2030 and the Sustainable Development Goals. As a member of the UN Country Team, there is mutual accountability with the Resident Coordinator on contributions to the UNSDCF and other inter-agency agreements.

Key responsibilities

• Manage the day-to-day running of UNFPA activities and coordinate a team of technical, programme and operations staff, fostering a respectful, non-discriminatory workplace.
• Lead programme planning and management, including policy dialogue with Government, the UN system and other partners, and turn global agreements into country-specific advocacy strategies.
• Apply Results-Based Management across the country programme, and coordinate monitoring, oversight and evaluation of programme inputs.
• Promote knowledge sharing and continuous learning, including testing, evaluating and replicating best practices.
• Coordinate humanitarian and preparedness actions in-country.
• Represent UNFPA at technical and high-level meetings, and build strategic partnerships with national and international stakeholders.
• Lead resource mobilization: identify donors, prepare proposals and outline co-financing resources.
• Support the Resident Coordinator and the UN Country Team, including participation in the Common Assessment, UNSDCF planning, budgeting and reporting, and performance appraisals.
• Manage the country team, set performance standards and ensure compliance with UNFPA policies, financial and programme monitoring systems, and security and protection policies.
