Monitoring & Evaluation and Public Engagement Specialist – Child Protection

About the role

The Monitoring, Evaluation and Public Engagement Specialist will lead the MEAL functions for the Child Protection Compact (CPC) project in Mongolia. Working under the Project Director, the specialist ensures that project activities are evidence‑based, results‑oriented and fully compliant with World Vision and U.S. Department of State monitoring requirements.

Key responsibilities

• Lead the design, implementation and refinement of the CPC MEAL framework, including the Results Framework, MEL plan, indicators and reporting tools.
• Provide technical oversight for data collection, verification, analysis and validation in partnership with government agencies, implementing partners and sub‑grantees.
• Support end‑line assessments, learning studies and validation workshops during the cost‑extension period.
• Prepare accurate MEAL inputs for quarterly, annual and final donor reports.
• Monitor progress against targets, identify gaps and deliver actionable recommendations to the Project Director and technical team.
• Facilitate reflection sessions, learning reviews and documentation of lessons learned and best practices.
• Coordinate public‑engagement and evidence‑dissemination activities to enhance donor visibility and stakeholder ownership.

Required profile

• Proven experience in monitoring, evaluation, accountability and learning (MEAL) within humanitarian or development projects.
• Strong background in data collection, analysis and reporting, preferably with government and NGO partners.
• Demonstrated ability to produce high‑quality donor reports and manage adaptive learning processes.
• Excellent communication skills and capacity to engage diverse stakeholders.
