International Consultant – Team Leader, UNSDCF Evaluation (UN Mongolia)

About the role

The United Nations is seeking an experienced International Consultant to lead the evaluation of the 2023‑2027 Sustainable Development Cooperation Framework (UNSDCF) in Mongolia. The assignment will run for approximately four months, from 10 June to 5 October 2026, and will be based in Ulaanbaatar.

Key responsibilities

• Prepare an Inception Report with a preliminary Theory of Change analysis, evaluation design matrix, and detailed work plan.
• Conduct interviews and data collection with key stakeholders across the UN system and the Government of Mongolia.
• Produce a Preliminary Findings Report and presentation in both English and Mongolian.
• Draft and finalize the full Evaluation Report, including performance ratings, infographics, and annexes, with up to three revision rounds.
• Develop a PowerPoint presentation and infographics for dissemination events.

Required profile

• Proven experience leading large‑scale UN or international development evaluations.
• Strong understanding of the UN Sustainable Development Cooperation Framework and related evaluation standards (QCPR, UNEG).
• Excellent analytical, writing, and presentation skills in English; proficiency in Mongolian is an advantage.
• Ability to work independently and coordinate with multiple UN agencies and government partners.
