Education & Literacy Desk Review Consultant (Mongolia)

About the role

Room to Read is seeking an experienced consultant to conduct a desk review of Mongolia's education, literacy, and children’s book publishing landscape. The assignment will inform the organization’s strategic decisions on future programming in the country.

Key responsibilities

• Review national education policies, research, and statistics related to early childhood and primary education.
• Analyze the structure of Mongolia’s education system, including teacher training, curriculum, and literacy initiatives.
• Assess the children’s book publishing ecosystem, covering publishers, authors, illustrators, and library networks.
• Map key government agencies, NGOs, and development partners working in education and literacy.
• Conduct interviews with relevant stakeholders as needed.
• Prepare a 10–15 page report, executive summary, and presentation with findings and strategic recommendations.

Required profile

• Advanced degree in education or a related field.
• Proven experience in qualitative research, policy analysis, or education sector assessments.
• Knowledge of early‑grade literacy, curriculum development, teacher training, or children’s publishing.
• Excellent analytical, writing, and presentation skills in English.
• Familiarity with gender‑sensitive and inclusive research approaches.
• Experience working in Mongolia or current residence in Mongolia is strongly preferred.
