Consultant for MIPAA Review and Digital Inclusion in Mongolia

About the role

The Economic and Social Commission for Asia and the Pacific (ESCAP) seeks a qualified consultant to support Mongolia’s ageing policy review and the voluntary national review of the Madrid International Plan of Action on Ageing (MIPAA). The consultant will also localise a digital‑literacy toolkit for older persons and draft a paper on active longevity centres.

Key responsibilities

• Assist the designated ageing focal point and build capacities of line ministries and agencies responsible for population ageing.
• Support the preparation of Mongolia’s review of ageing policies and its voluntary national MIPAA report ahead of the Fifth Review and Appraisal.
• Localise and contextualise ESCAP’s digital‑literacy toolkit for older persons to improve digital inclusion in Mongolia.
• Draft a policy paper on the establishment and operation of active longevity centres in Mongolia.
• Coordinate with the inter‑sectoral working group and provide evidence‑based recommendations.

Required profile

• Advanced degree in public policy, gerontology, social sciences or a related field.
• Demonstrated experience in ageing policy analysis, MIPAA processes, or UN‑level consultancy.
• Proven ability to conduct capacity‑building activities and work with government ministries.
• Familiarity with Mongolia’s socio‑economic context or comparable settings.
• Excellent written communication skills in English.
