About the role

The Head of Office leads the country team in implementing the Government-UNFPA country programme of cooperation in Mongolia. Reporting to the non-resident Country Director based in China, who provides overall vision and strategic guidance, the Head of Office ensures results that advance the ICPD Programme of Action and contribute to Agenda 2030 and the Sustainable Development Goals. As a member of the UN Country Team, the post shares accountability with the Resident Coordinator on contributions to the UNSDCF and other inter-agency agreements.

Key responsibilities

• Manage the day-to-day running of UNFPA activities and coordinate a team of technical, programme and operations staff, fostering a respectful, non-discriminatory and safe workplace.
• Lead programme planning and management: hold policy dialogues with Government and development partners, turn global agreements into country-specific advocacy strategies, and apply Results-Based Management across the country programme.
• Coordinate inputs from technical experts, monitor and evaluate programmes, and promote knowledge sharing and continuous learning.
• Coordinate UNFPA's humanitarian and preparedness actions in-country.
• Represent UNFPA at technical and high-level meetings, build strategic partnerships with national and international stakeholders, and lead resource mobilization by identifying donors and preparing proposals.
• Support the Resident Coordinator and the UN Country Team, including participation in the Common Assessment, UNSDCF planning, budgeting, monitoring and evaluation, and performance appraisals.
• Manage the country team, set performance standards, delegate authority responsibly, and ensure compliance with UNFPA policies, financial and programme monitoring systems, and security and protection policies.
