National Consultant – Legal & Institutional Analysis for Mining Governance

About the role

UNEP is seeking a national consultant to provide high‑quality legal analysis and advisory inputs that will support Mongolia’s legislative reform processes for the mining and heavy‑industry sectors. The consultant will work closely with the Ministry of Mining and Heavy Industry (MMHI) and an international consultant to ensure that environmental governance, regulatory coherence and green‑transition objectives are embedded in upcoming laws.

Key responsibilities

• Prepare an inception report outlining methodology, workplan, key legal questions and coordination arrangements with the international consultant.
• Review existing primary and secondary legislation and policies affecting mining, mineral processing and environmental safeguards, and produce a baseline legal and institutional gap analysis.
• Develop concrete recommendations to support MMHI’s drafting of the Law on Heavy Industry and amendments to the Minerals Law, focusing on environmental governance and green‑transition readiness.
• Draft a legal feasibility note identifying enabling provisions, gaps and required regulatory adjustments for future green‑mining eligibility and screening criteria.
• Coordinate the exchange of draft outputs with the international consultant at agreed stages to ensure consistency and quality.
• Lead the organization of a consultative workshop in Ulaanbaatar, present findings to stakeholders and compile a summary of feedback for further refinement.
