HR Manager – Build HR Function for New SPAR Store

About the role

SPAR Mongolia is launching its first supermarket in the country and needs an experienced HR Manager to design and run the human‑resources function from scratch. You will partner with senior leadership to recruit, onboard and support staff for both head‑office and new store openings.

Key responsibilities

• Lead end‑to‑end recruitment for head‑office and store positions, including mass hiring for new stores.
• Develop and implement HR policies, processes, onboarding programmes and compliance frameworks.
• Collaborate with department heads on workforce planning, hiring forecasts and talent strategy.
• Ensure adherence to Mongolian Labour Law and international HR best practices.
• Manage employee relations, performance reviews, disciplinary actions and HR KPIs.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Psychology or a related field.
• Minimum 3 years of HR experience in retail, FMCG or multi‑site organisations.
• Proven track record of mass recruitment (e.g., hiring 30‑50 employees within a month).
• Experience building HR systems for new businesses or store openings.
• Strong knowledge of Mongolian Labour Law.
• Excellent communication, organisational and stakeholder‑management skills.
