Green Finance Analyst – Sustainable Urban Development

About the role

The Green Finance Analyst will support UNDP Mongolia’s Green and Inclusive Cities project by designing and implementing innovative financing mechanisms that enable low‑carbon, climate‑resilient urban development across Ulaanbaatar, Darkhan and Erdenet.

Key responsibilities

• Lead the development of green municipal bonds, blended‑finance structures and public‑private partnership models to mobilise capital for clean heating, sustainable transport, flood protection and energy‑efficient buildings.
• Conduct financial analysis and feasibility studies for low‑emission projects, including cost‑benefit and risk assessments.
• Collaborate with municipal authorities, ministries, private sector partners and donors to align financing solutions with national climate and urban planning strategies.
• Prepare policy briefs, financing proposals and results‑based green budgeting frameworks.
• Provide technical assistance and capacity‑building to municipal finance teams on innovative financing instruments.

Required profile

• Advanced university degree in finance, economics, environmental studies or related field.
• Proven experience in green finance, climate‑related project financing or municipal finance.
• Strong understanding of climate‑resilient urban development and low‑carbon pathways.
• Excellent analytical, communication and stakeholder‑engagement skills.

Required skills

• Financial modelling and analysis
• Knowledge of green bonds, blended finance and PPP structures
• Familiarity with results‑based budgeting and public finance
