Green Finance Analyst – Sustainable Urban Development

About the role

The Green Finance Analyst will support the Green and Inclusive Cities in Mongolia Project by designing and rolling out innovative financing solutions that enable low‑carbon, climate‑resilient urban development across Ulaanbaatar, Darkhan and Erdenet.

Key responsibilities

• Develop and implement financing strategies for green municipal bonds, blended finance and public‑private partnerships.
• Strengthen municipal financial management systems to attract and manage climate‑focused capital.
• Prepare financing proposals for low‑carbon heating, clean transportation, flood protection, energy‑efficient buildings and ecological restoration.
• Coordinate with the Ministry of Environment and Climate Change, local authorities and development partners to align financing mechanisms with national climate goals.
• Monitor and evaluate the impact of financed projects, providing technical guidance and reporting to UNDP and stakeholders.

Required profile

• Advanced degree in finance, economics, environmental economics or a related field.
• Proven experience in green or climate finance, preferably within public sector or international development contexts.
• Strong understanding of blended finance, green bonds, PPPs and municipal budgeting processes.
• Excellent analytical and report‑writing abilities, with experience preparing financing proposals.
